An Analysis of the Failure of Anti-Corruption Reform and Its Consequences Abstract This article analyzes how the high-profile “Midas” case exposed the systemic dysfunction of Ukraine’s anti-corruption bodies. Based on open sources, it argues that NABU, SAPO,
